Aéroport

Plusieurs inspections et audits menés à l’Aéroport International Gnassingbé Eyadéma (AIGE) de Lomé ont mis en évidence des insuffisances dans la coordination des actions des différentes forces intervenant en matière de sûreté, ainsi que des manquements aux normes et recommandations de l’Organisation de l’Aviation Civile Internationale (OACI).

Afin de corriger ces dysfonctionnements et de mettre le système de sûreté de l’AIGE en conformité avec les standards internationaux, le Gouvernement togolais a décidé de créer, au sein de chaque aéroport, une Autorité de Sûreté chargée d’assurer la protection de l’aviation civile contre les actes d’intervention illicite, et de coordonner l’ensemble des missions liées à la sûreté.

C’est ainsi que, par décret N°2011-124/PR du 13 juillet 2011, l’Autorité de Sûreté de l’Aéroport International Gnassingbé Eyadéma (ASAIGE) a été instituée et placée sous la tutelle du ministère chargé de l’aviation civile. Elle exerce ses missions sous la supervision d’un comité interministériel de sûreté.

En tant qu’autorité compétente en matière de sûreté de l’aviation civile, l’Agence Nationale de l’Aviation Civile (ANAC-TOGO) assure la supervision et le contrôle des activités de l’ASAIGE, conformément aux dispositions du programme national de contrôle de la qualité de la sûreté, notamment à travers la conduite d’audits, d’inspections, de tests et d’investigations.

Missions

Our missions for a safe and efficient framework

L’ASAIGE a pour mission d’assurer la sûreté des personnes, des biens, des aéronefs et des installations, ainsi que de coordonner la mise en œuvre des mesures de sûreté à l’Aéroport International Gnassingbé Eyadéma (AIGE), conformément aux réglementations nationales et aux conventions internationales signées et ratifiées par le Togo en matière de sûreté de l’aviation civile.

À ce titre, elle est notamment chargée de :

  • appliquer les procédures et consignes de sûreté ;
  • élaborer, mettre à jour et suivre l’application du Programme de Sûreté de l’Aéroport (PSA), approuvé par l’Agence Nationale de l’Aviation Civile du Togo (ANAC-TOGO) ;
  • élaborer et mettre en œuvre un programme de formation des personnels de sûreté ;
  • présider le Comité de Sûreté de l’aéroport et assurer la mise en œuvre de ses recommandations ;
  • participer aux réunions du comité ainsi qu’aux contrôles effectués par l’ANAC-TOGO ;

  • the development and implementation of an internal security quality control program;
  • mettre en place des actions de sensibilisation auprès de l’ensemble des usagers de l’aéroport sur les enjeux de la sûreté de l’aviation civile ;
  • déployer un plan conjoint de gestion des situations de crise ;
  • appliquer, de manière générale sur l’aéroport, les normes et bonnes pratiques recommandées par l'OACI.

Our vision is to make ASAIGE-PAL a reference player in transport security in Togo and the region. We aspire to guarantee safe, reliable and efficient airport and port platforms, while strengthening the trust of users and partners. Through innovation, continuous training and collaboration with all sector stakeholders, we actively contribute to economic development and the security of national and international exchanges.

Organization

Coordination

Several inspections and audits of GNASSINGBE Eyadéma International Airport (AIGE) in Lomé have identified deficiencies in the coordination of actions of the various forces operating at said airport in terms of security, as well as shortcomings regarding relevant ICAO standards and recommendations.

To correct all these dysfunctions and anomalies in the AIGE security system, and with a view to bringing all Togolese airports into compliance with international standards, the Togolese government has established at each airport a Security Authority with responsibility for protecting civil aviation against acts of unlawful interference and coordinating the implementation of security measures.

Thus, by decree N°2011-124/PR dated July 13, 2011, the Security Authority of GNASSINGBE Eyadema International Airport (ASAIGE) was established, attached to the ministry in charge of civil aviation. It carries out its missions under the supervision of an interministerial security committee.

As the competent authority for civil aviation security, the National Civil Aviation Agency (ANAC-TOGO) exercises supervision and control of ASAIGE's activities, in accordance with the provisions of the national security quality control program, particularly through the conduct of audits, inspections, tests and investigations.

Aéroport

The missions of the General Coordination are therefore assessed at several levels:

At the institutional level

  • assumes all acts of civil life of ASAIGE
  • defines the major orientations in achieving the objectives
  • defines ASAIGE's organizational chart and staff assignments;
  • implements the security policy defined by the Interministerial Security Committee;
  • implements the decisions of the Interministerial Security Committee;
  • develops the annual action program and budget to be submitted to the Interministerial Security Committee;
  • implements the texts and documents approved by the Interministerial Security Committee;
  • organizes, directs and controls the execution of all ASAIGE missions;
  • concludes all agreements necessary for the accomplishment of its missions;
  • is responsible to the supervisory authorities for the satisfactory implementation of security measures at AIGE;
  • etc.

At the operational level

  • organizes and energizes coordination between the different civil aviation actors for better facilitation;
  • chairs the Airport Security and Facilitation Committee (CSA) and the Airport Security and Facilitation Operational Committee (COSA);
  • establishes the rules to be respected regarding security at the airport, in accordance with the provisions of the National Civil Aviation Security Program (PNSAC), and ensures their application and sanctions violations;
  • undertakes the upgrading of security equipment and facilities and trains staff;
  • chairs the coordination bodies for the implementation of security measures at the airport;
  • participates in defining the State's policy on civil aviation security and safety;
  • etc.

The Coordinator is assisted in his mission by:

  • a coordination and communication unit;
  • an investigations unit;
  • a management control unit;
  • a legal unit;
  • an executive assistant.
